LUGANSK, October 4 (Lugansk Media Center) – New draft laws on the Donbass status presented today to the Ukrainian parliament by the country's president Petr Poroshenko signify Kiev's willingness to engage in war rather than political settlement, said LPR envoy to Minsk negotiations Vladislav Deinego.
"The draft law tabled in Rada (eds – Ukraine's parliament) today shows that Ukraine wants to tangle or block the Minsk process as much as possible," his statement seen by Lugansk Media Center says. "The law on special status expires in a couple of days. Though its substantial part has been blocked, it introduces the notion of Donbass special status to Ukrainian legislature. When it expires, the political basis for the Minsk Agreements is gone."
"By trying to replace the law on special status (the key points of which are enumerated in the Package of Measures and the UN Security Council Resolution 2202) Ukraine ruins all the trust remaining. The logic behind such actions signifies that Kiev is choosing the path of a full-scale war," Deinego said.
Today, October 4, Poroshenko tabled two draft bills concerning Donbass status in the Ukraine's parliament. The first document defines Donbass an 'occupied territory' and suggests a joint operations command should be established to control all armed forces in the conflict zone, as well as military-civil, or military, as the case may be, administrations.The second bill prolongs the law on Donbass special status for one more year, though the law itself has been blocked ever since it de jure came into force.
