LUGANSK, June 21 (Lugansk Media Centre) - The memorial plaque to first chairman of the Lugansk People’s Republic Council of Ministers Gennadiy Tsyplakov was unveiled at a school in the Khryaschevatoye village, Krasnodon district, which he had attended.

The Republic’s Council of Ministers made the decision to name school No 35 in the Khryaschevatoye settlement after Tsypkalov on June 12. The renaming initiative had been brought forward by school staff.

LPR parliament deputy speaker Dmitriy Khoroshilov reminded that Tsypkalov was one of the LPR founders who took part in all benchmark events to establish the young Republic.

“He won a seat in the parliament, but chose a different path and headed the Council of Ministers. Perhaps, it was the most difficult time for the LPR, but Tsypkalov, undaunted, took the responsibility,” the parliamentarian said.

“Sadly, fate is unkind, and often takes away the best. Gennady Nikolayevich was the best. He was my friend and comrade-in-arms with whom we worked hard a lot,” LPR interior minister Igor Kornet said.

“He is the person who was able to stir up the people to fight fascism, whose nidus appeared in Kiev and tried to engulf the whole Ukraine. He stood at the origin of the South East army in that difficult time,” the minister added.

Head of the Krasnodon town and Krasnodon district administration Sergey Kozenko noted that after the overthrow in Kiev Tsypkalov was among the first to come out in defence of the Lugansk region people.

He reminded that Tsypkalov had put his efforts and heart into the soonest rebuilding of the war-damaged school in Khryaschevatoye which he had attended in his childhood.

President of the Night Wolves - Donbass bikers club Vitaliy “Prosecutor” Kishkinov said that Tsypkalov had been very worried about the Khryaschevatoye situation when it was seized by Kiev forces in August 2014. That is why he personally participated in the fighting to liberate his lesser motherland, despite his high post, Kishkinov said.

Gennady Tsypkalov (June 21, 1973 - September 24, 2016) was born in the Malchevsko-Polnenskaya settlement, Rostov region. Two months later, his parents moved to Khryaschevatoye where he lived until his death.

In 1988, he graduated from the Khryaschevatoye secondary school, and in 1991 he graduated from Novosvetolovskoye vocational training college No. 133 as a certified engine operator. He served in the airborne assault brigade. In 1994, he founded the LAN motor transport enterprise; he worked at the Ternovoye farm from 1998 and was head of the Lugansk section the Ukrtransneft company from 2001. In 2009, he graduated from the Vladimir Dal East Ukrainian National University.

He was an active participant in the Antimaidan and the attack at the Lugansk branch of the Security Service of Ukraine (SBU) on April 6, 2014. He was chief of staff of the Joint South-East army, first deputy chairman of the “people’s governor” Valeriy Bolotov and substituted for him as the former was recovering from this wound on May 13-14, 2014.

He was LPR Council of Ministers chairman beginning from August 26, 2014.

On December 26. 2015, he tended his resignation to the head of the Republic. After his resignation, Tsyplakov supervised the LPR military-industrial complex as an adviser to the LPR head.

Later on, LPR interior minister Igor Kornet stated that the former head of the government, Gennadiy Tsyplakov, was killed in the course of the fake coup-d'etat attempt in Lugansk in September 2016.
