Lugansk People’s Republic Acting Head Leonid Pasechnik has ordered to set up as quickly as possible the LPR branch of the State Fund for the support of special military operation participants.   On April 3, President Vladimir Putin signed a decree establishing the State Fund to support special military operation participants.   “The branch of the Fund has to be set up within the shortest possible time,” Pasechnik wrote on Telegram. “All necessary documents and instructions have been issued. I underline that the Fund must operate openly, as the president said. The procedure for the provision of help must be simple, under the one stop shop principle, without red-tape.”   The establishment of the fund is the most important decision for the defenders and thousands of LPR residents, he said.   The Russian president clearly designated the tasks of the fund: targeted assistance to our defenders and members of their families, the assistance in all aspects - legal, social, psychological and medical. "Simply put, we’re creating a unified system of comprehensive support. The Fund is bringing together the efforts of activists, ministries and departments,” Pasechnik said.   The establishment of the Fund is yet another proof that the state cares about every person in the country, he added.    In his annual address to the Federal Assembly on February 21, 2023 Putin ordered the Russian government to establish, jointly with regional executive bodies, a state fund to support special military operation participants.   The Ukrainian government launched the so-called anti-terrorist operation against Donbass in April 2014.  The peace talks that began soon thereafter failed to reach tangible results due to Kiev’s position to settle the conflict by force.   Russian President Vladimir Putin announced a special military operation to protect Donbass residents from Ukrainian aggression on February 24, 2022. Prior to that, LPR and DPR Heads Leonid Pasechnik and Denis Pushilin asked the Russian leader to provide military assistance.
