The new Russian territories will be granted Special Treasury Loans (SKK) to modernize their key utility infrastructure lines and facilities, said Deputy Prime Minister Marat Khusnullin.   “The government has approved the new regions’ SKK applications,” Khusnullin wrote on Telegram. “The money will help improve the quality of services for the population.”  
  • In the Lugansk People’s Republic SKK projects will be implemented in Alchevsk, Pervomaisk, Rovenki, Gorskoye, Zolotoye, Antratsit and the Krasnodon and Perevalsk districts.
  • The Donetsk People’s Republic will renew heat and water supply systems in Donetsk, Gorlovka, Makeyevka, Yasinovataya, Mariupol, Volnovakha, Svetlodarsk and Mironovskoye.
  • In the Zaporozhye region, utility networks will be overhauled in Melitopol and Berdyansk.
  • The Kherson region will launch modernization projects in six districts including Genichesk, Rykovo and Skadovsk.
  Allocations for the LPR will reach nine billion rubles.   The operator for SKK programs now available across the whole Russia is the Territorial Development Fund, Khusnullin said.   ***   In early 2023, President Vladimir Putin signed the federal law giving the opportunity to the regions to obtain loans for infrastructure upgrades.
