Lugansk People’s Republic Migration Service offices have begun to accept applications for fast track issue of individual insurance account number (SNILS) and registration on the Public Services Portal of the Russian Federation, Zhovtnevy district migration service department senior inspector Maria Madvaliyeva said.
“Today, the Zhovtnevy district migration service department has opened applications for obtaining SNILS and account registration on the e-government portal,” Madvaliyeva said.
She said that LPR residents who hold Russian citizenship “are eager to use the fast track procedure to get their SNILS.”
“I’m an LPR citizen, and now I also hold Russian citizenship. I want to get Russian protection provided by this SNILS,” Lugansk resident Alexey Sulzhenko said.
Earlier, LPR parliament speaker, head of the Republican Executive Committee of the Mir Luganschine social movement Denis Miroshnichenko said that liaison offices would consult residents who have Russian citizenship on SNILS procedure starting July 1.
The LPR Interior Ministry said that residents could apply from July 1 for fast track SNILS and Russian e-government portal registration.
LPR Head Leonid Pasechnik said that the Republic’s Migration Service would streamline the SNILS and registration procedures for LPR residents.
On April, 24, 2019, Russian President Vladimir Putin signed a decree easing citizenship rules for residents of the Lugansk People’s Republic and the Donetsk People’s Republic. The first centre for LPR residents seeking Russian citizenship opened in Lugansk on May 6. On June 14, the first group of LPR residents was granted fast track Russian citizenship. The Republic currently has such centres in all towns and districts. On April 24, 2020, Putin signed the law exempting Donbass Republics residents from paying the state fee for conferment of citizenship.
As of mid-June, 2021, over 250,000 LPR residents had obtained fast track Russian citizenship. *i*s
